Depends entirely on state law. Oklahoma has no plates on trailers below a certain size for example.

It depends on the state or province, but a log splitter isn’t really a trailer, so is quite often not an item that can be registered. Look at tow-behind cement mixers, and welders, many states and provinces don’t have registration for them either.
